When Response Runs Ahead of Understanding

Humanitarian response often moves faster than the evidence behind it. Needs are assumed rather than measured, situations shift while assessments date, and communities receive assistance calibrated for a reality that has already changed. Without reliable field data, resources go where they are expected to be needed rather than where they are needed — and the communities concerned are rarely informed of what the findings say about their own situation.
